04-28
On April 27, the National Energy Administration held a press conference. At the meeting, Wang Dapeng, deputy director of the Department of New and Renewable Energy, introduced the construction and operation of renewable energy in the first quarter of 2023:
(1) Hydropower construction and operation conditions. In the first quarter of 2023, the country's newly added hydropower grid-connected capacity was 2.71 million kilowatts, including 1.21 million kilowatts of conventional hydropower and 1.5 million kilowatts of pumped hydropower storage. As of the end of the first quarter of 2023, the country's cumulative installed hydropower capacity reached 415 million kilowatts, including 368 million kilowatts of conventional hydropower and 46.99 million kilowatts of pumped hydropower. In the first quarter of 2023, the national hydropower generation capacity was 203.5 billion kilowatt hours, and the national average hydropower utilization hours was 544 hours.
(2) Wind power construction and operation conditions. In the first quarter of 2023, the country's new grid-connected wind power capacity was 10.4 million kilowatts, including 9.89 million kilowatts of onshore wind power and 510,000 kilowatts of offshore wind power. Looking at the distribution of newly installed capacity, the "Three North" regions account for 67.7% of the country's newly installed capacity. As of the end of the first quarter of 2023, the country's cumulative installed wind power capacity reached 376 million kilowatts, a year-on-year increase of 11.8%, including 345 million kilowatts of onshore wind power and 30.89 million kilowatts of offshore wind power. In the first quarter of 2023, the national wind power generation capacity was 228.7 billion kilowatt-hours, a year-on-year increase of 24.5%. The national average wind power utilization rate was 96.8%, basically the same as the same period last year. Wind power investment was approximately 24.9 billion yuan, a year-on-year increase of 15.0%.
(3) Construction and operation of photovoltaic power generation. In the first quarter of 2023, 33.66 million kilowatts of new photovoltaic power were added to the grid nationwide, a year-on-year increase of 154.8%, including 15.53 million kilowatts of centralized photovoltaic power generation and 18.13 million kilowatts of distributed photovoltaic power generation. As of the end of the first quarter of 2023, the country's installed photovoltaic power generation capacity reached 425 million kilowatts, including 249 million kilowatts of centralized photovoltaics and 176 million kilowatts of distributed photovoltaics. In the first quarter of 2023, the national photovoltaic power generation capacity was 113.5 billion kilowatt-hours, a year-on-year increase of 34.9%. The national photovoltaic power generation utilization rate was 98%, a year-on-year increase of 0.7 percentage points. Investment in solar power generation was 52.2 billion yuan, a year-on-year increase of 177.6%.
(4) Construction and operation of biomass power generation. In the first quarter of 2023, 630,000 kilowatts of biomass power generation were newly connected to the grid nationwide, with the cumulative installed capacity reaching 41.95 million kilowatts, a year-on-year increase of 8%. The biomass power generation capacity was 49 billion kilowatt-hours, a year-on-year increase of 8.8%. The top five provinces and regions with newly installed capacity are Guangdong, Jiangsu, Henan, western Inner Mongolia and Hebei, with 191,000 kilowatts, 121,000 kilowatts, 73,000 kilowatts, 53,000 kilowatts and 46,000 kilowatts respectively; biomass power generation capacity ranks top The five provinces are Guangdong, Shandong, Zhejiang, Jiangsu and Heilongjiang, with 5.61 billion kWh, 4.58 billion kWh, 3.41 billion kWh, 3.37 billion kWh and 3.17 billion kWh respectively.
Wang Dapeng said that as of now, the first batch of 97.05 million kilowatt base projects has been fully started, and the project grid connection work is being actively promoted, striving to be completed and connected to the grid and put into production before the end of this year. The second batch of base projects have started construction one after another, and the third batch of The base project list has recently been officially issued and implemented.
Next, we will actively promote the implementation of the "14th Five-Year Plan" for renewable energy development and strengthen policy supply in accordance with the new development situation and new requirements:
The first is to adhere to the simultaneous development of centralized and distributed systems, and while actively promoting the construction of large-scale bases, organize and carry out the "Thousands of Households Muguang Action" and "Thousands of Townships and Thousands of Villages Harness the Wind Action" ”。
The second is to actively adapt to the new requirements of the transformation from "dual control" of energy consumption to "dual control" of carbon emission total and intensity, improve the green power certificate system, expand the scope of green certificate issuance and trading, and promote the full coverage of green certificate issuance. , promote the formation of green and low-carbon production and lifestyle.
The third is to promote the revision of the Renewable Energy Law to provide a strong legal guarantee for the high-quality development of renewable energy.
